Elder fraud has evolved from isolated scams into highly coordinated criminal enterprises that exploit digital platforms, financial systems, and jurisdictional gaps—leaving older Americans financially and emotionally devastated while overwhelming local and federal law enforcement agencies. Despite mounting losses and underreporting, the lack of coordinated investigative capacity continues to allow fraud networks to operate at scale.
