Ann Dunkin and Dr. David Mussington Appointed Co-Chairs of ICIT’s Center for Federal Civilian Executive Branch (FCEB) Resilience

The Institute for Critical Infrastructure Technology (ICIT) is honored to announce the appointment of Ann Dunkin and Dr. David Mussington as Co-Chairs of the ICIT Center for Federal Civilian Executive Branch (FCEB) Resilience. As two of the nation’s foremost leaders in cybersecurity, infrastructure security, and digital modernization, their combined expertise will elevate ICIT’s mission to safeguard the technologies, systems, and policies that underpin the federal government’s civilian agencies.

The Federal Civilian Executive Branch (FCEB) comprises 102 departments and agencies that serve as the operational face of the Executive Branch, delivering services critical to the American way of life. These agencies have become prime targets for cyberattacks from adversaries seeking to destabilize the United States through digital means. Despite this growing threat, national security strategies have historically prioritized the Department of Defense and Intelligence Community, leaving the FCEB under-resourced and under-protected. To address this vulnerability, ICIT established the Center for FCEB Resilience—a multi-disciplinary initiative focused on modernizing and securing FCEB and private sector infrastructure through technology, policy, education, and engagement. The Center aims to realign security priorities, educate decision-makers, and strengthen public-private collaboration to build a more secure and equitable society.


Ann Dunkin is a nationally recognized IT executive and public sector innovator. Most recently, she served as Chief Information Officer of the U.S. Department of Energy, where she oversaw the Department’s IT portfolio, cybersecurity, and digital transformation. She previously held the role of CIO at the U.S. Environmental Protection Agency during the Obama Administration and has served in executive leadership positions at Dell Technologies, the County of Santa Clara, Palo Alto Unified School District, and Hewlett Packard. A published author and award-winning technologist, Ms. Dunkin holds Master’s and Bachelor’s degrees in Industrial Engineering from Georgia Tech and is a licensed professional engineer in California and Washington.


Dr. David Mussington is Professor of the Practice at the University of Maryland’s School of Public Policy. He previously served as Executive Assistant Director for Infrastructure at the Cybersecurity and Infrastructure Security Agency (CISA), where he was responsible for leading national strategies to secure U.S. critical infrastructure. A former Senior Executive in the Department of Defense and National Security Council, Dr. Mussington has led research efforts at RAND Corporation and the Institute for Defense Analyses. He holds a PhD in Political Science from Carleton University and is a life member of the Council on Foreign Relations. In 2024, Dr. Mussington received the ICIT Impact Award for leadership in critical infrastructure policy.
