ICIT Welcomes Venice Goodwine, CIO & AI Product Owner, Arlo Solutions Inc. as a New ICIT Fellow

Mrs. Venice M. Goodwine is a board member and CIO and CISO with over three decades of experience in military and civilian service, including 36 years in the U.S. Air Force. In 2025, she retired as a three-star equivalent after she led the digital transformation of a large, complex organization, oversaw a $17B budget, 2.8K civilian personnel, and provided enterprise-level direction and policy oversight to the more than 65K Air Force and Space Force cyberspace professionals across global portfolios. Venice has transitioned between industry, civilian, and reservist and active duty military roles throughout her career. She is a proven leader in enterprise IT, cloud migration, cybersecurity, data, and AI, with a record of modernizing governance, accelerating digital transformation, and strengthening risk management. She maintains an active Top Secret/SCI clearance.
She currently serves on the advisory board of Executive1 Holdings, an AI, ML, and NLP holding company. She is a board member and on the International Executive Committee of the Armed Forces Communication and Electronic Association (AFCEA), an association with over 30,000 members and 140 global chapters. She also served on the inaugural FedRAMP board.
Venice was most recently Chief Information Officer with the United States Air and Space Force, where she transitioned systems to the cloud, supported the FIAR audit, and delivered enterprise IT to the department. She served as principal advisor to the Secretary of the Air Force on IT, cybersecurity, data, and AI-related plans, strategies, and policy issues, and led a $17B budget and 12.8K civilian FTEs. She awarded a contract value of $19.2B to deliver an IT-as-a-Service (EITaaS) model to the Business and Warfighter and chartered the first-ever AI Center of Excellence to enable emerging technologies and prioritize AI needs across the Air Force and Space Force. Venice also led the development of NIPRgpt, the Air Force’s first interface to commercial LLMs.
Prior she served as Director of Information Technology, Office of the Chief Information Officer, United States Air and Space Force, where she held a dual-hatted role serving as the cyber and IT leader for 12,800 high-demand civilian STEM professionals. She led engagement initiatives that increased developmental education applicants by 25.4%, including 96 first-time candidates, and achieved a 17% selection rate. She served as CISO with the U.S. Department of Agriculture, where she led USDA’s response efforts to long-standing Federal IT Acquisition Reform Act (FITARA) and department material weakness deficiencies. She modernized the centers and raised the agency’s FITARA score from an “F” to a “B+” in less than two years.
Venice retired in 2022 as a Lieutenant Colonel after 36 years of honorable service in the Air Force, both active duty and in the reserve component. She joined the active duty Air Force in 1986 as a Signals Intelligence Analyst and transitioned to the reserve component in 2003 where she received her commission as a Cyberspace Operations Officer. During her tenure, she completed squadron, group, wing, joint, and combined level assignments.
Venice holds a CIO Executive Master’s Certificate from UMUC an MBA from William Carey College, and a B.S. in Computer and Information Systems from UMUC. She is a sought-after speaker on cybersecurity, IT innovation, and leadership who has delivered keynotes and panels at national forums and conferences. Her honors include the Fed100 Eagle Award, Presidential Rank Award (Meritorious), Capital ORBIE Award, and the ICIT Pioneer Award. Outside of her professional pursuits, Venice enjoys spending time with family, cooking, reading, traveling across three continents, and cheering passionately for the Dallas Cowboys.
